The conference theme was related to the definition of recommendations and measures for the integration and legalization of informal settlements, which may be presented to the central and local governments representatives in order to achieve a comprehensive and multi-sectoral approach to solving problems. Conclusions of the meeting are that informal construction should be treated as public interest and brought into a legal framework through regularization and legalization of existing settlements and to focus on more adequate land, housing and other urban policies in order to prevent further spreading of informal construction. Furthermore, concrete measures for the implementation of the conclusions and recommendations are: preparation of strategic and other relevant documents (strategies for rehabilitation and improvement of illegally constructed buildings and area/settlements, urban plans for the rehabilitation of informal settlements, adjustments of existing regulations in the field of urban land, planning and construction, housing and other areas of interest), introduction of participatory approaches, capacity building and inter-sectoral connection providing sustainability and quality management.
